02 · A waste-to-energy plant
From the bunker to the turbine
A waste-to-energy plant, in five steps
What the Atlas records, and the teams that keep it running.
01The waste bunker
Trucks tip into a concrete bunker. The crane operator mixes the waste and feeds the furnace with a grab, day and night.
02The furnace
The waste burns on a moving grate; regulations require the flue gas to stay at least two seconds at 850 °C. This is the heart of plant operation.
03The boiler and the turbine
The heat makes steam, which generates electricity or feeds a district heating network.
04The control room
The shift supervisor and the team run combustion and flue gas treatment around the clock.
05The plants to come
54 projects, 18 of them under construction or in commissioning: as many teams to build.
03 · The operators
Who runs the plants
Veolia and Suez, 57% of capacity
64 plants out of 116. The plant-by-plant detail, with the contract and its expiry, is in the Atlas.
04 · The contracts
For HR directors and management
26 contracts change hands by 2028
5 operator changes already awarded, 16 tenders with no published winner. When the contract changes, the teams change employer.

What people still asks us
What does the Waste-to-energy Atlas contain?
One profile for each of the 116 waste-to-energy plants and the 5 SRF boiler plants in operation (operator, group, type of contract, expiry, capacity, lines, energy produced), the full map and one map per region, the 26 contracts at stake from 2026 to 2028, the 39 brownfields and the 15 greenfields, the jobs in a waste-to-energy plant and their salaries. 47 pages.
Is the Atlas free?
Yes. The PDF opens right after the form, and it is also sent by email.
How often is the Atlas updated?
Every month. Tender and award notices, closures and commissionings are collected at the start of the month; the online page shows the date and what has changed. Current data: 12 October 2026.
How is the data checked?
Starting point: ADEME’s SINOE database (117 sites in operation), cross-checked with the lists published by the operators. Each plant checked one by one: inspection reports and ICPE status on Géorisques, BOAMP and TED notices, the national business register, press releases and local press. A blind pass: four checkers with no access to the map redid the 116 municipalities. Two disagreements out of 116, settled on documentary evidence.
How many waste-to-energy plants are there in France?
116 waste-to-energy plants are in operation in France as of 12 October 2026, two of them overseas (Fort-de-France and Saint-Barthélemy). ADEME’s SINOE database lists 117: the Tronville-en-Barrois plant (Meuse) closed in 2024. The 107 plants whose capacity is proven by a permit or an inspection report total 14.6 Mt of waste per year.

Result: 116 waste-to-energy plants in operation, 115 with dated evidence, one attributed on a probable clue (Enoris’s shareholding in Massy). Capacities are those of a prefectoral order or an inspection report from 2023 to 2026, for 107 plants out of 116; the others are marked “n.c.” and never estimated. They are not the tonnages treated in a given year. Contract expiry dates are those of the published notices, written “around” when deduced from the contract term and “not published” when no notice gives them. This Atlas grew out of a map published on LinkedIn on 11 October 2026. Plant directors and operators corrected it within the day; each correction was checked against documents before going in.
