Waste-to-energy plant (UVE): definition and map of the 116 sites in France

A waste-to-energy plant (UVE, unité de valorisation énergétique) burns residual household waste, the part that cannot be recycled, and recovers the heat of combustion to produce steam, electricity or heat for a district heating network.

As of 12 October 2026, France has 116 plants in operation, for 14.6 Mt of declared capacity per year. Veolia and Suez operate 64. 54 projects are under way, and 26 operating contracts change hands by 2028.

The terms

UVE, UIOM, SRF: what the acronyms mean

A UVE, an incinerator and a UIOM are the same plant. The difference lies in the energy recovered, measured by the R1 criterion of the EU Waste Framework Directive.

EfW
A waste-to-energy plant (UVE, unité de valorisation énergétique) burns residual household waste, the part that cannot be recycled, and recovers the heat of combustion to produce steam, electricity or heat for a district heating network.
UIOM
Household waste incineration plant: the former name of the same installation. It is called a UVE when energy is recovered and the plant reaches the energy efficiency threshold of the EU Waste Framework Directive (R1 criterion).
R1 criterion
Formula in Annex II of Directive 2008/98/EC: a plant is classed as recovery, not disposal, if its energy efficiency reaches 0.65 (0.60 for plants permitted before 2009).
SRF
Solid recovered fuel: the part of sorting rejects that burns well, prepared for a dedicated boiler, usually at an industrial site that needs steam.
CVE
Energy recovery centre: the name several local authorities give their UVE. Same installation.

Who runs the plants

Veolia and Suez: 57% of capacity

The local authority almost always owns the plant. It contracts out operation through a concession or a service contract, for 7 to 28 years, or runs it in-house.

When a contract changes operator, the plant keeps running: it is the teams that change employer. In principle, article L1224-1 of the French Labour Code transfers their employment contracts; management, for its part, is reshaped.

Questions about waste-to-energy plants

What is a UVE (waste-to-energy plant)?

A waste-to-energy plant (UVE, unité de valorisation énergétique) burns residual household waste, the part that cannot be recycled, and recovers the heat of combustion to produce steam, electricity or heat for a district heating network.

How many waste-to-energy plants are there in France?

116 waste-to-energy plants are in operation in France as of 12 October 2026, two of them overseas (Fort-de-France and Saint-Barthélemy). ADEME’s SINOE database lists 117: the Tronville-en-Barrois plant (Meuse) closed in 2024. The 107 plants whose capacity is proven by a permit or an inspection report total 14.6 Mt of waste per year.

What is the difference between a UVE and an incinerator?

It is the same installation. “Incinerator” or “UIOM” refers to the plant that burns waste; it is called a UVE when it recovers energy and meets the R1 performance threshold of Directive 2008/98/EC (energy efficiency of 0.65, or 0.60 for plants permitted before 2009).

Who operates waste-to-energy plants in France?

Veolia (33), Suez (31), Paprec (21), Idex (7), Urbaser (4), Séché (3), Engie (3), Dalkia (1), then FCC Environnement at La Veuve and the Zephire joint venture in Toulon. 7 plants are run in-house by the public authority and 4 by local public or semi-public companies. Veolia and Suez operate 64 of the 116 plants, 57% of capacity. Most plants belong to a local authority that contracts out operation through a concession or a service contract.

What is an SRF boiler plant?

A boiler that burns solid recovered fuel, prepared from sorting rejects, to supply steam to an industrial site or a heating network. 5 SRF boiler plants are in operation in France as of 12 October 2026, and 17 projects are identified.

How many waste-to-energy and SRF projects are under way?

54 projects: 37 waste-to-energy plants and 17 SRF boiler plants, 18 of them under construction or commissioning. 39 are brownfields, on an existing site (rebuild, new line, extension, major upgrade), and 15 are greenfields, new plants on new sites. Each needs an operations, maintenance and management team.

What happens to employees when a plant changes operator?

In principle, article L1224-1 of the French Labour Code transfers employment contracts to the new operator when the activity is taken over with its resources. The conditions are checked case by case. Between 2026 and 2028, 26 operating contracts are renewed, reassigned or out to tender: the Atlas lists them one by one.

Which jobs are hiring in waste-to-energy plants?

Site directors, operations and maintenance managers, shift supervisors, process engineers, HSE managers, maintenance and automation technicians. A plant runs continuously: operations are organised in shift teams.

09 · Method

How the Atlas is built

Method, sources and thanks

  • Starting point: ADEME’s SINOE database (117 sites in operation), cross-checked with the lists published by operators.
  • Each plant checked one by one: inspection reports and permit status on Géorisques, BOAMP and TED notices, the national business register, press releases and local press.
  • A blind pass: four checkers without access to the map redid all 116 locations. Two disagreements out of 116, settled on the evidence.
  • Result: 116 plants in operation, 115 with dated evidence, one attributed on a probable indication (Enoris’s shareholding in Massy).
  • Capacities come from a permit or an inspection report from 2023 to 2026, for 107 of the 116 plants; the others are marked “n.c.”, never estimated. They are not the tonnage treated in a given year.
  • Contract end dates are those in published notices. Marked “around” when deduced from the contract term; “not published” when no notice gives them.

This Atlas grew out of a map published on LinkedIn on 11 October 2026. Site directors and operators corrected it the same day; every correction was checked on the evidence before going in. Thanks to Stéphane Tlouzeau, Laura Hervelin, Yohan Chirat, Jean-Sébastien Jamet, and the readers who wrote in private.
